    PURPOSE AND EFFECT: Revise the rule to add two new temporary certifications for healthcare professionals practicing in areas of critical need and revise application forms relating to healthcare professions and healthcare-related business establishments to include criminal background screens and access-to-care plans regarding HIV prevention drugs as required by recently enacted legislation.
