    68-1.003Florida Fish and Wildlife Conservation Commission Grants Program

    PURPOSE AND EFFECT: The proposed amendment will update the Guidelines and Application for the Derelict Vessel and At-Risk/Public Nuisance Vessel Removal Grant Program which are incorporated by reference in subsection (7) of Rule 68-1.003, F.A.C. The Guidelines have been updated to reflect block grant funding opportunities available to governmental entities for the rapid removal of derelict and at-risk/public nuisance vessels. The Guidelines have also been amended to set forth the block grant eligibility requirements and application process to be utilized. The Application has been updated to reflect these Guideline changes. These proposed amendments will have the effect of allowing local governments a more streamlined grant application process and result in awarded entities being able to more quickly remove derelict vessels from the waters of the State.

    SUMMARY: Derelict and At-Risk Vessel Grant Program Guidelines and Application are being amended to reflect a block grant funding opportunity available to governmental entities.

    SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION:

    The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.

    The Agency has determined that the proposed rule is not expected to require legislative ratification based on the statement of estimated regulatory costs or if no SERC is required, the information expressly relied upon and described herein: The nature of the rule and the preliminary analysis conducted to determine whether a SERC was required.

    Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.
