NOTICE OF CHANGE

Notice is hereby given that the following changes have been made to the proposed rule in accordance with subparagraph 120.54(3)(d)1., F.S., published in Vol. 45 No. 185, September 23, 2019 issue of the Florida Administrative Register.

6M-4.610 Statewide Provider Contract for the School Readiness Program

(1) General Provisions.

(a) Forms

1. No change.

2. The State of Florida Statewide School Readiness Provider Contract, Form OEL-SR 20 with exhibits 1 through 7 (July 2020), is hereby adopted and incorporated by reference. Form OEL-SR 20L entitled “State of Florida Statewide School Readiness Provider Contract Licensed Provider Responsibilities” (July 2020), Form OEL-SR 20LE entitled “State of Florida Statewide School Readiness Provider Contract License Exempt Provider Responsibilities” (July 2020), Form OEL-SR 20FFN entitled “State of Florida Statewide School Readiness Provider Contract Informal Provider Responsibilities” (July 2020), and Form OEL-SR 20A entitled “State of Florida Amendment to the Statewide School Readiness Provider Contract” (July 2020) are hereby adopted and incorporated by reference. A copy of Forms OEL-SR 20 including exhibits 1 through 7, OEL-SR20A, OEL-SR 20FFN, OEL-SR 20LE and OEL-SR 20L may be obtained at http://www.floridaearlylearning.com/oel_resources/rules_guidance_technical_assistance.aspx or from the Office of Early Learning, 250 Marriott Drive, Tallahassee, FL 32399. The following changes are being made to the OEL-SR20 Statewide Provider Contract, incorporated by reference into the rule.

 

On page 1, the footer inadvertently had the wrong form number, the correct footer should read: Form OEL-SR20 (July 2020).

Section III Paragraph 17, Developmental Screenings revised to replace “PROVIDER” in line 2 with a blank space to be completed based on who is responsible for conducting the child development screening in accordance with 6M-4.720, FAC.

Section XI, Paragraph 79.b. revised to add a new b. Providing notice to the COALITION of a request for an additional program assessment in accordance with Rule 6M-4.740. PROVIDER acknowledges additional assessments are at the PROVIDER’s expense. The cost of the additional program assessment charged by the coalition: _____________ and revised the numbering to reflect the revision. The remaining subparagraphs are renumbered to reflect the addition of this new subparagraph.

Section XI, Paragraph 80, CCR&R Participation revised by adding using the single statewide information system to the end of the final sentence in the paragraph.

Exhibit 5, Approved Provider Reimbursement Rate table is amended to include reimbursement for the quality performance incentive differential rate, local quality improvement rates, contracted slots rates and the child assessment differential rate. The table is modified into two tables, one for full-time rates and one for part-time rates. The revised rates table includes the reimbursement requirements of Rule 6M-4.500.

Exhibit 5, Approved Provider Reimbursement Rate is revised to include: ***Special needs rate will be negotiated up to twenty (20) percent above the maximum approved base reimbursement rate established for infant care by the coalition. The negotiated rate will be based on the level of care needed for an individual child.

The following changes are being made to the OEL-SR20A Statewide Provider Contract, incorporated by reference into the rule.

The footer throughout the document should read: Form OEL-SR20A (July 2020) (July 2019).

Section III, Amendments, Gold Seal Status revised to add

There are no changes to the OEL-SR 20L Statewide School Readiness Provider Contract Licensed Provider Responsibilities, the OEL-SR 20LE Statewide School Readiness Provider Contract License-Exempt Provider Responsibilities or the OEL-SR 20FFN Statewide School Readiness Provider Contract Informal Responsibilities.
