    NOTICE OF INVITATION TO BID

    BID NO. 2015012C Perdido River Boat Launching Facility

    The Department of Environmental Protection, Division of Water Resource Management, Florida Coastal Office, is soliciting formal competitive bids for the below project:

    PROJECT NAME: Perdido River Boat Launching Facility

    MANDATORY PRE-BID MEETING: WEDNESDAY, NOVEMBER 5, 2014 at 12:00 p.m. at Escambia County Central Office Complex, 3363 West Park Place, Room 104, Pensacola, FL 32505. Directions may be obtained by calling (850)595-3475. Bidders are requested to visit the Project Site at any time PRIOR TO the mandatory pre-bid meeting to completely familiarize themselves with the nature and extent of the Work, any local conditions that may in any manner affect the Work, and the equipment, materials and labor required for the Work.

    BID SUBMITTAL DUE DATE: No later than 3:00 p.m. (ET) on WEDNESDAY, DECEMBER 3, 2014 to the following address: Florida Department of Environmental Protection, Attention: Diane Harper, Procurement Section, Room 438, 3900 Commonwealth Blvd, MS 93, Tallahassee, Florida 32399-3000. The Department reserves the right to reject any or all bids.

    BID AWARD POSTING DATE: Tuesday, December 9, 2014 unless extended by the Department for good cause.

    SCOPE OF WORK: The contractor shall provide the necessary labor, supervision, equipment, and materials required for Construction of a new public boat launching facility with concrete ramp, access and termination piers, parking facilities utilizing flexible asphaltic concrete pavement, ADA accessible portable sanitation unit type restroom area, picnic pavilion, vinyl headwalls, landscaping, storm water management with wet detention pond, signage, ADA accessible sidewalks, and ADA accessible kayak launching area. Construction of approximately 850-foot x 24-foot wide asphaltic concrete roadway and roadway signage with stop bar.

    LOCATION: Approximately 3.96 acre parcel situated in a portion of Government Lot 7, Section 10, Township 1 South, Range 32 West. The parcel fronts Perdido River on the North and Old Mobile Hwy on the South.

    ESTIMATED PROJECT BUDGET: $1,057,485.00

    INSTRUCTIONS: Any firm desiring plans and bid specifications for this project may download a copy from the Florida Dept. of Management Services Vendor Bid System http://myflorida.com/apps/vbs/vbs_www.main_menu.

    PREQUALIFICATION: When the total Bid including Alternates exceeds $200,000, each Bidder whose field is governed by Chapter 399, 455, 489 or 633, Florida Statutes, for licensure or certification, must submit the following prequalification data of their eligibility to submit bids 240 hours (10 days) PRIOR TO the Bid Opening date, unless the Bidder has been previously qualified by the Department of Environmental Protection for the current biennium (July 1-June 30) of odd numbered years in accordance with subsection 60D-5.004(2), F.A.C., as evidenced by a letter from DEP to the Bidder, which letter shall be presented to DEP upon request. If the Department requires clarification or additional information, Bidder shall submit such information by 120 hours (5 days) prior to Bid Opening. Material submitted after those deadlines shall disqualify the Bidder.
