Florida State Clearinghouse Federal Consistency Review
The state is coordinating review of the U.S. Army Corps of Engineers’ (USACE) federal consistency determination for its Update of the Water Control Manual for the Apalachicola-Chattahoochee-Flint River Basin in Alabama, Florida and Georgia and a Water Supply Storage Assessment, as required by Section 403.061(42), F.S.
USACE is proposing to update the Apalachicola-Chattahoochee-Flint River Basin Master Water Control Manual, including a water supply storage assessment to address potential reallocation of reservoir storage in Lake Sidney Lanier, Georgia, for water supply to Georgia. The USACE action is subject to review for consistency with the enforceable policies of the Florida Coastal Management Program (CMP). The USACE released a Draft Environmental Impact Statement on October 2, 2015 and concluded that its proposed action “is consistent with the enforceable policies of the Florida CMP to the maximum extent practicable.” The State of Florida objected to the Draft Environmental Impact Statement as inconsistent with the enforceable policies of the Florida CMP.
USACE has revised its proposed action alternative. On September 26, 2016, Florida Department of Environmental Protection received a supplemental consistency determination from the USACE. The USACE “determined that the PAA is consistent with the enforceable policies of the Florida CMP to the maximum extent practicable.”
