The Florida Public Service Commission announces a prehearing conference and a hearing in the following dockets to which all persons are invited.

PREHEARING CONFERENCE DATE AND TIME: Tuesday, October 23, 2018, 9:30 a.m.

GENERAL SUBJECT MATTER TO BE CONSIDERED AT THE PREHEARING:
The purpose of this prehearing conference is to: (1) simplify the issues; (2) identify the positions of the parties on the issues; (3) consider the possibility of obtaining admissions of fact and of documents which will avoid unnecessary proof; (4) identify exhibits; (5) establish an order of witnesses; and (6) consider such other matters as may aid in the disposition of the action.
HEARING DATE AND TIME: Monday, November 5, 2018, 1:30 p.m. November 6-7, 2018, have also been reserved for continuation of the hearing, if needed. The starting time of the next day's session will be announced at the conclusion of the prior day. The hearing may be adjourned early if all testimony is concluded.

GENERAL SUBJECT MATTER TO BE CONSIDERED AT THE HEARING:
The purpose of this hearing shall be to receive testimony and exhibits relative to issues and subjects, including but not limited to, the following:
1. Determination of the Projected Levelized Fuel Adjustment Factors for all investor-owned electric utilities for the period January 2019 through December 2019;
2. Determination of the Estimated Fuel Adjustment True-Up Amounts for all investor-owned electric utilities for the period January 2018 through December 2018;
3. Determination of the Final Fuel Adjustment True-Up Amounts for all investor-owned electric utilities for the period January 2017 through December 2017, which are to be based on actual data for that period;
4. Determination of Generating Performance Incentive Factor Targets and Ranges for the period January 2019 through December 2019;
5. Determination of Generating Performance Incentive Factor Rewards and Penalties for the period January 2017 through December 2017;
6. Determination of the Projected Capacity Cost Recovery Factors for the period January 2019 through December 2019, including nuclear costs;
7. Determination of the Estimated Capacity Cost Recovery True-Up Amounts for the period January 2018 through December 2018, including nuclear costs;
8. Determination of the Final Capacity Cost Recovery True-Up Amounts for the period January 2017 through December 2017, which are to be based on actual data for that period, including nuclear costs;
9. Determination of the Projected Conservation Cost Recovery Factors for certain investor-owned electric and gas utilities for the period January 2019 through December 2019;
10. Determination of Conservation Actual/Estimated Amounts for certain investor-owned electric and gas utilities for the period January 2018 through December 2018;
11. Determination of the Final Conservation True-Up Amounts for the period January 2017 through December 2017 for certain investor-owned electric and gas utilities, which are to be based on actual data for that period;
12. Determination of the projected Purchased Gas Adjustment Cost Recovery Factors for the period January 2019 through December 2019;
13. Determination of Actual/Estimated Purchased Gas True-Up Amounts for the period January 2018 through December 2018;
14. Determination of the Final Purchased Gas True-Up Amounts for the period January 2017 through December 2017, which are to be based on actual date for that period;
15. Determination of the Projected Environmental Cost Recovery Factors for the period January 2019 through December 2019;
16. Determination of the Estimated Actual Environmental Cost Recovery True-Up Amounts for the period January 2018 through December 2018; and
17. Determination of the Final Environmental Cost Recovery True-Up Amounts for the period January 2017 through December 2017, which are to be based on actual data for that period.
The purpose of this hearing is also to consider any motions or other matters that may be pending at the time of the hearing. The Commission may rule on any such motions from the bench or may take the matters under advisement.
All witnesses shall be subject to cross-examination at the conclusion of their testimony. The hearing will be governed by the provisions of Chapters 366 and 120, Florida Statutes, and Chapters 25-22 and 28-106, Florida Administrative Code.
