PURPOSE AND EFFECT: To establish uniform minimum standards and policies governing apprenticeship and preapprenticeship apprentice programs in order to determine program performance. Minimum performance standards must include retention and completion rates of participants disaggregated by training provider, program, and occupation and wage progression of participants as demonstrated by starting, exit, and postapprenticeship wages at 1 and 5 years after participants exit the program.
