    PURPOSE AND EFFECT: For 6A-5.069, F.A.C., it is to include a system-wide shift from “professional development” to “professional learning” with definitions and criteria provided; to establish a format and calendar for the review and approval of professional learning systems by March 1, 2024; and to create a web-based marketplace for high-quality professional learning programs and establish Department criteria for districts who may seek to contract with independent entities who offer professional learning programs as outlined in House Bill (HB) 1537. For rule 6A-5.071, F.A.C., it is to prohibit “three-cueing” as an instructional strategy and establish criteria for professional learning entities and contracted professionals as outlined in HB 1537 and HB 7039.
