SUMMARY OF THE RULE: This emergency rule sets forth the provisions for the PICK 2TM BLACK FRIDAY PROMOTION.

THE FULL TEXT OF THIS EMERGENCY RULE IS:

53ER23-57 PICK 2TM BLACK FRIDAY PROMOTION.

(1) On November 24, 2023 a/k/a “Black Friday” (one day) (“Promotion Period”), the Florida Lottery will conduct the PICK 2TM BLACK FRIDAY PROMOTION.

(2) How to Participate.

(a) On November 24, 2023, until 11:59:59 p.m. (ET), a/k/a “Black Friday” (one day) and subject to retailer and Lottery office operating hours, players who purchase a $1PICK 2 Straight Play ticket will receive a Coupon for a free $1 PICK 4TM Straight Play Quick Pick (QP) ticket. The Coupon will print at the time of a qualified purchase. All free PICK 4 Quick Pick tickets will be for the next available drawing, based on when the Coupon is redeemed. The Coupon redemption deadline is Tuesday, January 23, 2024 (11:59:59 p.m., ET), subject to retailer and Lottery office operating hours. Coupons are good for a one-time use only. 

(b) If a Coupon is redeemed and the free PICK 4 ticket issued, the PICK 2 ticket cannot be canceled. If the Coupon has not been redeemed, the PICK 2 ticket may be canceled if other cancelation criteria are met. Cancelation of the PICK 2 ticket will invalidate the Coupon, and the Coupon will not be redeemable. A free PICK 4 ticket may be canceled; however, a new free PICK 4 ticket will not be issued, and the Coupon cannot be used again.

(3) Taxes. Any federal, state, and/or local taxes and/or other costs and fees will be the responsibility of the player.

(4) Other Restrictions and Provisions.

(a) A player must be at least 18 years of age.

(b) All players and ticket purchases are subject to the provisions of Chapter 24, Florida Statutes, and rules promulgated thereunder. Copies of current rules can be obtained from the Florida Lottery, Office of the General Counsel, 250 Marriott Drive, Tallahassee, Florida 32399-4011 or at flrules.org.

(c) By participating in the PICK 2 BLACK FRIDAY PROMOTION, a prize winner gives his/her permission and consent, and without notification, for the Florida Lottery to photograph and/or videotape and record him/her and to use his/her name, photograph, videotape, and/or recording of him/her for current and future advertising or publicity purposes without additional compensation, notification, or consent.

(d) Persons prohibited by section 24.116, F.S., from purchasing a Florida Lottery ticket are not eligible to participate in this Promotion.
