The Board of Cosmetology hereby gives notice that on October 30, 2014, it received a Petition for Declaratory Statement filed by Mark Kilpatrick. The Petitioner does not state which Rule or Florida Statute he is requesting the Board’s opinion. However it appears the Petitioner is asking whether treating and shaping body hair, and applying body jewelry requires licensure as a cosmetologist.
