    Request for Qualifications #18/19-019 for Architectural/Engineering Services

    The State of Florida, Agency for Persons with Disabilities, announces that professional services are required for the Contract listed above. These services may be used for projects anywhere in the state of Florida at the sole discretion of the Agency, however, it is anticipated that the vendors selected will primarily be activated for projects in the northern portion of the state.

    Multiple firms may be selected under this Continuing Contract and may be activated at the sole discretion of the Agency as workload may on occasion be sufficient enough to warrant the use of several firms. Selected firms may be assigned projects having estimated construction cost of each individual project under the contract not to exceed $1.5 million and for study activity if the fee for professional services for each individual study under the contract does not exceed $200,000, as provided for in Section 287.055, Florida Statutes. This contract will be for an initial period of three (3) years with an option to renew.

    SCOPE OF THE SERVICES: To hire teams of Architectural/Engineering firms to perform various construction projects which will include, but not be limited to, architectural services, engineering services, construction design, drafting bid specifications, project management and general construction management. 

    QUALIFICATIONS SELECTION CRITERIA:  Firms must be properly licensed in the State of Florida at the time of submittal.  The Selection Committee will conduct interviews with and may require public presentation by no fewer than three (3) firms regarding their qualifications, understanding of program/requirements and approach and methodology for providing required services. 

    INSTRUCTIONS:  Submit five (5) bound copies and one scanned copy of the entire response as posted on the Vendor Bid System.  The Vendor Bis System can be located at the following address: http://www.myflorida.com/com/apps/vbs_www.main_menu.

    RFQ SCHEDULE RESPONSE DATES:  The complete RFQ schedule activities and dates can be found in the RFQ document.  Responses must be received by the Agency in accordance with the document delivery instructions on or before 01/08/2019, 3:00 p.m. ET.

    POSTING OF RESULTS:  Results of the short listing evaluation and the award will be posted on the DMS Vendor Bid System within 48 hours after the committee’s recommendation.  In the event that this information cannot be posted within this time frame, then the applicant firms will be notified of the results by e-mail. Proposals shall include, in the cover letter of each submission, the name of the contact person, e-mail address and direct phone number to be used. All future announcements, results and information about the selection for this project will be posted on the DMS Website at http://vbs.dms.state.fl.us/vbs/main_menu.

    QUESTIONS:

    Any questions from prospective firms concerning the RFQ shall be submitted in writing, to Beth Sparkman by email at beth.sparkman@apdcares.org no later than 3:00 p.m. on Tuesday, November 27, 2018. All questions and answers/changes to the Qualification will be provided in writing and posted on the Vendor Bid System website. It is the prospective firm’s responsibility to check periodically for any information updates to the Qualification which are posted to the VBS website.  The Agency bears no responsibility for any delays, or resulting impacts, associated with a prospective firm’s failure to obtain the information made available through the Vendor Bid System.

    INFORMATION WILL NOT BE AVAILABLE BY PHONE: Any information received through an oral communication shall not be binding on the Agency and shall not be relied upon by an offeror.  Respondents to this request or persons acting on their behalf may not contact, between the release of the Qualification and the end of the 72-hour protest period following the agency posting the notice of intended award, excluding Saturdays, Sundays and state holidays, any employee or officer of the executive or legislative branch concerning any aspect of this solicitation, except in writing to the procurement officer or as provided in this Qualification.  Violation of this provision may be grounds for rejecting the response.
