    PURPOSE AND EFFECT: The purpose of the amendment is to add the category of elected municipal officers to the requirements for completion of specified training, resulting from the enactment of Chapter 2014-183, L.O.F.

    SUMMARY: The rule amendment requires specified training for elected municipal officers.

    SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION: The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.

    The Agency has determined that the proposed rule is not expected to require legislative ratification based on the statement of estimated regulatory costs or if no SERC is required, the information expressly relied upon and described herein: based on past experiences with training and rules of this nature, the adverse impact or regulatory cost, if any, do not exceed and would not be expected to exceed any one of the economic analysis criteria set forth in Section 120.541(2)(a), F.S.

    Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

    34-7.025 Ethics Training Course Content.

    (1) Beginning in 2013, Cconstitutional officers and elected municipal officers are required by Section 112.3142, F.S., to complete four (4) hours of ethics training each calendar year.

    (2)(a) In addition to receiving training on Florida’s public records laws (Chapter 119, F.S.) and open meetings laws (Chapter 286, F.S.), constitutional officers and elected municipal officers are required to obtain ethics training that is derived from Article II, Section 8, Florida Constitution, “Ethics in Government,” and Chapter 112, Part III, F.S., the “Code of Ethics for Public Officers and Employees.”

    (b) through (3) No change.

    PROPOSED EFFECTIVE DATE: January 1, 2015.
