CONSTRUCTION MANAGEMENT SERVICES
Project Name: Lake CI Inpatient Mental Health Unit Construction Management Services
Project Description: The project consists of a new 550-bed mental health treatment facility (approximately 175,000 GSF) inside a currently operating correctional institution that integrates group therapy rooms, individual therapy rooms, recreational space, medical consultation rooms, nursing stations, and multiuse office/workstation space into secure inmate housing areas. It is envisioned that a dedicated professional office space will be provided in a new adjacent building (approximately 30,000 GSF) that will also serve as the new main control building. The project will also include new infirmary/dental space in the new mental health treatment facility and may include modifications to existing food service capacity.
The Department endeavors to improve existing staffing efficiencies and treatment outcomes by bringing the treatment services to the inmates, as opposed to transporting inmates out of the secured housing units to the treatment services. Mental health treatment services will be coordinated with security operations to the highest degree possible through line-of-sight characteristics, controlled access features, and audio/visual technologies. The Department intends to explore non-traditional prison construction features that lend themselves to improved staffing efficiencies and optimized building operation and maintenance while maintaining the safety and security of inmates and staff. The project will include the demolition of all 12 existing structures on the north side of the compound. Connections between the new buildingd will need to accommodate emergency medical transports through the front sally port.
The selected Construction Manager will be expected to provide pre-construction services resulting in an initial guaranteed maximum price (GMP) for construction budget request purposes, a final GMP, and construction management services. Funds for pre-construction services are available in the Department’s Fiscal Year (FY) 19-20 budget and the remaining funds are expected in FY 20-21.
The State of Florida, Department of Corrections, Bureau of Procurement is requesting qualifications from construction management firms to provide services for new construction and renovation at Lake Correctional Institution, located at 19225 U.S. Highway 27 Clermont, Florida 34715. The project will include the demolition of all 12 existing structures on the north side of the compound and construction of a new 550-bed mental health treatment facility. Connections between the new facilities will need to accommodate emergency medical transports through the front sally port. The total project budget is approximately $138,000,000 with a construction budget of approximately $100,000,000. The selected construction manager will be required to complete construction on an accelerated schedule within an operational correctional institution. Qualified firms who respond must include a licensed General Contractor in the State of Florida at the time of qualification submission. Further, if a corporation or partnership, the firm must be registered by the Florida Department of State, Division of Corporations, to operate in the State of Florida at the time of application.
Firms interested in being considered for this project are encouraged to attend an informational meeting at the Florida Department of Corrections’ Central Office at 501 South Calhoun Street, Tallahassee, Florida, on the 3rd floor in Room 311C, on Tuesday, November 26, 2019, 10:00 a.m. Eastern Time (ET).
To be considered for selection, interested firms must submit their sealed qualifications in accordance with the Request for Qualifications by Friday, December 6, 2019, 2:00 p.m. ET. Faxed and/or emailed submissions will not be accepted. The Department will hold a public opening at this time.

Due to the compressed timeframe for this selection, interested firms are agreeing to the following when submitting their sealed qualifications:
a) Firms who submit qualifications must be available and prepared to conduct presentations at the Department’s Central Office in Tallahassee, FL on December 19th-20th, 2019. Confirmation of exact presentation times will be sent to selected, top-ranked firms on December 17, 2019. In addition, firms should be prepared to discuss preliminary estimates of costs for services, specifically, the initial preconstruction services, at the time of these presentations.
b) The selected firm must agree to conduct initial preconstruction cost estimations at no cost to the Department, while finalizing the contract for the remaining construction manager services. Please note this does not include the entire preconstruction phase, only the initial preconstruction cost estimates.
c) The selected firm must be available to attend a conference call to discuss the initial preconstruction cost estimations on Monday, January 13, 2020, 10:30 a.m., Eastern Time.
d) To ensure initial preconstruction cost estimations are available for the budgeting process during the 2020 General Session of the Florida Legislature (begins mid-January 2020), the estimations must be presented to the Department by no later than February 7, 2020.
