    PURPOSE AND EFFECT: The proposed changes clarify that incomplete applications expire after one year pursuant to 456.013(1), F.S., and require an application fee and a new application to be considered for licensure.

    SUMMARY: The proposed changes clarify that an incomplete application shall expire one year after initial filing, and that upon expiration an applicant must submit a new application and fee to be considered for licensure. Rule language providing instructions for applicants who fail to pass a required examination is redundant and is deleted.

    SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION:

    The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.

This change will not increase any direct or indirect regulatory costs. Hence, the Board determined that a Statement of Estimated Regulatory Costs (SERC) was not necessary and that the rule will not require ratification by the Legislature. No person or interested party submitted additional information regarding the economic impact at that time.

    Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

    64B17-2.001 Fees.

    (1) Each applicant for licensure shall pay a nonrefundable an application fee payable to the Department of Health. An incomplete application shall expire 1 year after initial filing. Upon expiration of an incomplete application, an applicant must submit a new application and fee to be considered for licensure. The application fee is nonrefundable and is valid for one year from the original submission of the application. After one year from the date of original submission of an application and fee, an applicant must submit a new application and fee to be considered for licensure.

    (2) through (12) No change.

    (13) An applicant who fails to pass the national examination and/or the laws and rules examination must meet the requirements of subsections (2) and (3) as applicable.
