    PURPOSE AND EFFECT: This amendment relates to the materials incorporated by reference within these rules. Each rule contains instructions for how to complete one of the following: the CE Form 6 -- Full and Public Disclosure of Financial Interests; the CE Form 6X -- Amendment to Full and Public Disclosure of Financial Interests; the CE Form 1 -- Statement of Financial Interests; and the CE Form 1X -- Amendment to Statement of Financial Interests. The final portion of each these instructions relates to a training certification. The instructions indicate that, among other listed public officers, elected local officers of independent special districts, and any person appointed to fill a vacancy on an elected special district board, must complete the training certification. While these individuals must complete four hours of annual ethics training due to a recent statutory change that commences on January 1, 2024, they will not have to begin certifying their completion of the annual training until they file their 2024 financial disclosure, which will be after the 2024 calendar year is complete. For this reason, it is premature to indicate these types of officers need to certify the completion of their training, and the amendment will remove the reference to them--at least temporarily--in this portion of the instructions.

This rulemaking will affect the following Forms and their instructions: the CE Form 6 -- Full and Public Disclosure of Financial Interests, the CE Form 6X -- Amendment to Full and Public Disclosure of Financial Interests, the CE Form 1 -- Statement of Financial Interests, and the CE Form 1X -- Amendment to Statement of Financial Interests.
