PURPOSE AND EFFECT: The proposed rule amendment seeks to delete unnecessary information from rule Title 60Y and clarify other phrases within the rule because it is not necessary to name a particular person as the Clerk of the Commission. The effect will be to eliminate all personal identifications within the rules.
SUMMARY: The rule chapter language is amended to delete unnecessary information and clarify the meaning the rest of the rule.
SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION:
The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the agency.
Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

(5) All complaints, petitions and appeals from Commission action may be filed electronically by facsimile or at the Commission’s website found at http://fchr.state.fl.us. The original physically signed document shall be sent the same day by U.S. Mail. The party who elects to file a document by electronic transmission shall be responsible for any delay, disruption, or interruption of the electronic signals and must accept full risk that the document may not be properly filed with the Commission as a result. The filing date for an electronically transmitted document shall be the date the Commission receives the complete document.
