RULE TITLE:eLearning Instruction.
NOTICE IS HEREBY GIVEN that on November 17, 2016, the Criminal Justice Standards and Training Commission received a petition for a temporary, one-year waiver of subsection 11B-35.0010(1), F.A.C., from Colonel Gene S. Spaulding, Director, Florida Highway Patrol on behalf of the members included in training course sequence number 08-2017-1180-1. Specifically, Petitioner wishes to temporarily waive that portion of the Rule that states: Training schools are permitted to use eLearning instruction for Commission-approved Specialized Training Program Courses, Specialized Instructor Courses, and courses created from Specialized Goals and Objectives. Petitioner requests permission to utilize an eLearning pilot progam to train Auxiliary Officer Basic Recruits. Petitioner intends to offer sixty-three hours of instruction (not to include high-liability courses) utilizing a virtual classroom, video teleconference, and CJSTC-certified instructors acting as proctors in satellite locations. Petitioner states that the eLearning pilot program would alleviate the need for the Auxiliary Officer Basic Recruits to travel across the state for training and would reduce the number of course instructors having to take time away from their regularly assigned shifts to provide in-person instruction.
