PURPOSE AND EFFECT: To amend the rule that covers when licenses, permits and other authorizations are granted, denied or revoked so that it is easier to read, understand and comply with. The effect will be that the public and Commission staff understand their rights and responsibilities and are able to make informed decisions about their licenses, permits and other authorizations. The amendments also clarify when mitigating and aggravating factors will be considered and what occurs when licenses are issued in error.
