The Suwannee River Water Management District hereby gives notice: that on February 12, 2019, the Suwannee River Water Management District Governing Board granting a variance Final Order 19-0001 under Section 120.542, F.S. from Rule 40B-400.091, F.A.C., which incorporates the Environmental Resource Permit (ERP) Applicant’s Handbook Volume II by reference, to Kevin Kirby, Assistant County Manager, Columbia County, P.O. Box 1529, Lake City, FL to construct a restroom facility for Rum Island Springs County Park. The petition was received on January 15, 2019, and published in the F.A.R. Volume 45, Number 13, January 18, 2019. There were no public comments received for this project. This Order provides a variance from Section 2.3 of the ERP Applicant’s Handbook Volume II (General Design and Performance Criteria), which provides that buildings must be elevated on piles such that the lowest structural member of the first floor is one foot above the 100-year flood elevation, or in the case of monolithic slab construction, the finished slab elevation shall be one foot above the 100-year flood elevation. SRWMD granted the petition because the petitioner demonstrated that the purpose of the statute underlying the rule will be met and that a substantial hardship would be created if the petitioners were required to comply with this rule. The project has been assigned permit number ERP-023-204199-2 and is located in Section 35, Township 7S, Range 16E, in Columbia County.
