- The purpose of this rule development notice is to address possible rules for Skyway Fishing Pier State Park to address ongoing entanglement, injury, and mortality of pelicans and other seabirds that occur at this location. The effect of these rules would be to establish fishing regulations that would reduce the likelihood and occurrence of severe entanglement of seabirds in fishing gear at Sky Fishing Pier State Park.
