    State Road (S.R.) 87 Widening

    The Florida Department of Transportation (FDOT), in cooperation with Eglin Air Force Base (AFB) and the Federal Highway Administration (FHWA), is proposing to widen 9.6 miles of State Road (S.R.) 87 from two to four lanes. Widening would begin at the southern boundary of Eglin AFB (Vonnie Tolbert Road) and extend north to County Road 184 (Nichols Lake Road) within a 200-foot right-of-way. The project includes a new two-lane bridge over the Yellow River to the east of the existing bridge which will remain. The department anticipates receiving bids for construction on the section extending from the Eglin Air Force Base Boundary (Vonnie Tolbert Road) to south of the Yellow River Bridge spring 2015. Bids will be received for the portion two miles south of Yellow River to County Road 184 (Nichols Lake Road) fall 2015.

    FHWA requires public notice and opportunity to comment on the potential recreational impacts of the project for resources protected under Section 4(f) of the U.S. Department of Transportation Act. After reviewing all public comment, and in coordination with the Officials with Jurisdiction, FHWA anticipates issuance of a de minimis impact finding regarding the recreation impact to the Yellow River Water Management Area, as managed by the Northwest Florida Water Management District (NWFWMD).

    The widening required 0.23 acres from the 17,721 acre NWFWMD Yellow River Water Management Area along S.R. 87 from parcel 23-1N-27-0000-00100-0000. Right-of-way acquisition is complete. No additional right-of-way is anticipated from the NWFWMD.

    The NWFWMD has determined that the right-of-way acquisition will not have a significant impact on the Yellow River Water Management Area. FDOT is seeking additional public input regarding the potential impact to recreation due to this right-of-way acquisition.
