PURPOSE AND EFFECT: The purpose and effect of the proposed amendments to rules in Chapter 40C-2, F.A.C., will be to create any necessary prevention or recovery strategies, pursuant to subsection 373.0421(2), F.S., for one or more of the following Outstanding Florida Springs (OFS), as defined in subsection 373.802(4), F.S., for which the District is required by subsection 373.042(2), F.S., to adopt minimum flows or levels (MFLs) to protect: Alexander Springs in Lake County, Gemini Springs in Volusia County, Silver Glen Springs in Marion/Lake Counties, and Silver Springs in Marion County. Under paragraph 373.042(2)(a), F.S., those OFS MFLs (or emergency OFS MFLs) must be effective by July 1, 2017.
SUBJECT AREA TO BE ADDRESSED: This rule development will cover the possible amendment or development of rules in 40C-2.041, 40C-2.042, 40C-2.101, 40C-2.321, 40C-2.331, 40C-2.351, 40C-2.361, 40C-2.381, and 40C-2.900, F.A.C., as needed to create any necessary prevention or recovery strategies for one or more of the above described Outstanding Florida Springs (OFS) for which the District is required to adopt minimum flows or levels (MFLs) to protect, which may include other rules for which conforming amendments may be needed.
