PURPOSE AND EFFECT: Amended rule identifying where the Department’s Final Order Index is located.
SUMMARY: Location of Department’s Final Order Index
SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION: The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.
The Agency has determined that the proposed rule is not expected to require legislative ratification based on the statement of estimated regulatory costs or if no SERC is required, the information expressly relied upon and described herein: upon review of the proposed rule, the department has determined that the amendments will not exceed any one of the economic analysis criteria in a SERC as set forth in Section 120.541(2)(a), F.S.
Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

THE FULL TEXT OF THE PROPOSED RULE IS:
20-100.003 Management and Indexing of Final Orders.
(1) through (3) No change.
(4) The system used by the Department of Citrus to locate final orders required to be indexed is LaserFiche ®, the Department’s electronic records management software. listed is as follows:
(a)dBase III Plus computer software.
(b)Data permanently stored on disk drive and backup disk.
(c)A hard copy of the index shall be maintained in a designated "Official Reporter."
(d)Instructions for accessing the data shall be inserted in front of the "Official Reporter."
(5) The Agency Clerk of the Florida Citrus Commission shall be responsible for publishing, maintaining and indexing of final orders and shall assist the public in obtaining information pertaining to final orders, between 8 a.m. 7 a.m. and 5 p.m., Monday - Friday Thursday except on holidays, at the headquarters of the Department of Citrus, at 605 E. Main Street in Bartow, Florida.
