    PURPOSE AND EFFECT: The purpose of the proposed rule is to adopt a corrected map for Orange Soil and Water Conservation District and to remove Polk and Taylor Soil and Water Conservation Districts since they have been dissolved. The original map that was adopted did not reflect the changes Orange County made using the 2020 U.S. census data and both Polk and Taylor Soil and Water Conservation Districts have been dissolved.

    SUMMARY: The adoption of a corrected map that shows the five Orange Soil and Water Conservation District subdivisions required by section 582.15(4). The removal of Polk and Taylor Soil and Water Conservation Districts which have been dissolved.

    SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION:

    The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.

    Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

    (a) For Districts that are wholly located in one county and that county has a county commission or school board that is divided into five subdivisions, the district subdivisions shall be as follows:

    36. Polk District – The five subdivisions for the Polk District shall be the same as those reflected in the map entitled “Polk Soil & Water Conservation District Subdivision Map,” effective 12/2022, http://www.flrules.org/Gateway/reference.asp?No=Ref-15041.

    37. through 44. renumbered as 36 through 43.  No change.

    45. Taylor District – The five subdivisions for the Taylor District shall be the same as those reflected in the map entitled, “Taylor Soil & Water Conservation District Subdivision Map,” effective 12/2022, http://www.flrules.org/Gateway/reference.asp?No=Ref-15050.
