    PURPOSE AND EFFECT: The Department is initiating rulemaking to implement the requirements of Section 373.4134, Florida Statutes. The rulemaking is intended to establish a water quality credit trading program between water quality enhancement area facilities permitted under the environmental resource permitting program and governmental entities. The rulemaking also will set forth associated environmental resource permitting requirements for the water quality enhancement area facilities and the governmental entities.

    SUBJECT AREA TO BE ADDRESSED: Creation of a water quality credit trading program consistent with Section 373.4134, Florida Statutes, and associated environmental resource permitting requirements.
