SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION:
The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.
The Agency has determined that the proposed rule is not expected to require legislative ratification based on the statement of estimated regulatory costs or if no SERC is required, the information expressly relied upon and described herein: During discussion of the economic impact of this rule at its Board meeting, the Board, based upon the expertise and experience of its members, determined that a Statement of Estimated Regulatory Costs (SERC) was not necessary and that the rule will not require ratification by the Legislature. No person or interested party submitted additional information regarding the economic impact at that time.
Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

(1) Counties may request funding for “Text to 911” by completing and submitting “Text-to-911 Reimbursement Circuit Funding Request Form 1T,” revised 02/2020 12/2016, which is incorporated herein by reference and may be obtained from the E911 Board office at the following address: http://www.flrules.org/Gateway/reference.asp?No=Ref-08050, or State of Florida, E911 Board, Attn: Administrative Assistant, 4050 Esplanade Way, Building 4030, Suite 135, Tallahassee, FL 32399-0950 or http://www.flrules.org/Gateway/reference.asp?No=Ref- .
(2) Funding is subject to the Board’s determination of reasonable costs and availability of funds.
(3) The Board will consider costs for Text to 911 per PSAP as follows:
a. Reasonable “last mile” construction costs, if necessary;
b. $800 per circuit per PSAP;
c. The integrated annual recurring fee up to $11,400 for each PSAP; and
d. One year of service costs, if not included in the integrated annual recurring PSAP fee.
(4)(2) Should a request be granted, no additional funding through this program shall be reimbursed more than once per county’s fiscal year for Text to 911 shall be dispersed to the recipient for 365 days from the date of the prior disbursement.
