The Department of Highway Safety and Motor Vehicles (“Department”) identified Section 320.03, Florida Statutes, in its 2019-2020 regulatory plan as a law requiring implementation by rulemaking. The Department published a related notice of rule development in Vol. 45, No. 214, of the Florida Administrative Register on November 1, 2019. In order to allow additional time to evaluate whether rulemaking is necessary to implement this section, the Department hereby extends the April 1 deadline to publish a notice of proposed rule for this rulemaking proceeding pursuant to subsection 120.74(5), Florida Statutes.
