    Title III OAA Programs 2007-2009

    The Area Agency on Aging of Central Florida, Inc., dba Senior Resource Alliance, request information from organizations who are interested in providing Title III social, nutrition and caregiver support services to the elderly as authorized in the Older Americans Act.

    The Senior Resource Alliance is mandated under the Older Americans Act to establish a comprehensive coordinated system of services for persons aged 60 and older in its planning and service area (Brevard, Orange, Osceola, and Seminole counties – PSA7). The primary goal of the services is to enable the elderly to remain active participants in the mainstream of life for as long as possible and to avoid premature or unnecessary institutionalization through the provision of cost effective, high quality community based services.

    Services in Title IIIB, IIIC1 and IIIC2 are to be provided on a per-county basis. Title IIIE Caregiver Support Program services may be awarded to the IIIB/C1/C2 provider or another provider for only IIIE services. A service provider may provide services for more than one county. Data entry to the Department of Elder Affairs “Client Information Registration & Tracking System (CIRTS software) is required by the 5th of each month.

    Program contracts will be awarded for one year, but maybe extended for two one-year terms.

    Services to be provided include, but are not limited to the following. Specifications and requirements for services can be found in the DOEA Home and Community Based Services Handbook (draft 2003) and is available online at www.seniorresourcealliance.org. A sample program contract and a master contract (also signed by all contractors) can also be found on the website.

    Title IIIB Social Services

    Adult Day Care, Homemaker,Housing Improvement/Material Aid, Intake/Screening and Assessment, Information, Legal Services, Referral Assistance, Respite (In-home), Respite (In-facility), Transportation

    Title IIIC Nutritional Services

    Congregate Meals, Home Delivered Meals, Nutritional Education, Nutritional Outreach.

    Title IIIE Caregiver Services

    Caregiver Forum, Caregiver Training & Support, Chore/ Material Aid, Counseling (Gerontological), Counseling, Screening (Mental Health), Outreach, Referral, Respite(In-home), Respite (In-facility), Screening & Assessment, Specialized Medical Equipment, Services & Supplies.

    The following Federal OAA funds (contingent on legislature) are based on 2006 continuation level:

    Title IIIB Social Services:

    C1/C2 Nutritional Services:

    We recognize that funding for service programs is inadequate to meet the needs of the elderly, even when service is limited to those in greatest social or economic need as required by the Older Americas Act. Therefore, providers will be expected to demonstrate their ability to engage in a number of activities that are in addition to the administration and provision of funded services. Such activities include making maximum use of community resources and volunteers; coordinating with other service agencies to avoid duplication of effort; and providing information about resources available to the elderly. The performance of these and other similar activities described herein are essential to the success of a comprehensive and coordinated service system.
