PURPOSE AND EFFECT: The rule needs to be updated to incorporate changes in the law as to which entity (Secretary of State or county canvassing board) orders recounts and to update the certified touchscreen voting systems mentioned in the rule. This revision represents a substantial rewrite of the rule to codify practices that have evolved over time to improve the recount process and to reorganize and simplify its language.
