The Northeast Florida Regional Council (NEFRC) is seeking offers for the procurement of services to create a State of Florida Emergency Operations Center SOP or Playbook for use by the State Coordinating Officer (SCO) and SERT Chief. The successful Contractor shall develop a comprehensive standard operating procedure, for the SCO and SERT Chief. These documents will be NIMS compliant and incorporate the appropriate elements of the Comprehensive Preparedness Guide (CPG) 101: Developing and Maintaining State, Territorial, Tribal, and Local Governments Emergency Plans, March 2009, and the State Comprehensive Emergency Management Plan and Supporting Annexes.

The Northeast Florida Regional Council is a regional governmental entity that was formed in 1977 by an inter-local agreement between Baker, Clay, Duval, Flagler, Nassau, Putnam and St. Johns County pursuant to Chapter 186, Florida Statutes. The governing body of the Council consists of local elected officials and gubernatorial appointees. We received funding from state, federal and local agencies. The Council provides a wide scope of services and programs including strategic planning, regional transportation, economic development, human services and emergency preparedness.
