    Notice of Receipt of Unsolicited Proposal for Compressed Natural Gas Infrastructure and Related Services

    NOTICE IS HEREBY GIVEN that St. Johns County, a political subdivision of the State of Florida, has received an unsolicited proposal for a qualifying public-private partnership project in accordance with Florida Statute 287.05712 for compressed natural gas (CNG) fueling infrastructure (or “fuel supply facility”) and related services. St. Johns County requests, and in accordance with Florida Statute 287.05712, will accept alternative proposals for the same project until 5:00 p.m. on April 17, 2014.

    Persons or entities wishing to submit alternative proposals for the same project may do so by delivering one (1) sealed original and five (5) sealed copies to: St. Johns County Purchasing Department, Attn: Doug Timms, 500 San Sebastian View, St. Augustine, Florida 32084. Each sealed proposal submitted should be clearly marked on the outside: “Sealed Proposal-Compressed Natural Gas Infrastructure and Related Services.”

    All proposals must be timely submitted and contain the information and materials required under Florida Statute 287.05712(5). Such proposals will be ranked in order of preference by the County. In ranking the proposals, the County will consider factors in accordance with Florida Statute 287.05712 that include, but are not limited to, professional qualifications, general business terms, innovative design techniques or cost-reduction terms, and finance plans. A more complete listing of factors that the County will consider in ranking proposals can be obtained at the following website: www.sjcfl.us/Purchasing (under “News and Announcements”). In accordance with Florida Statute 287.05712, negotiations for a comprehensive agreement with the highest ranked firm will be considered.

    The County reserves the right to reject any or all proposals, or as provided under Section 287.05712, Florida Statutes, to award to and negotiate with the firm whose proposal best serves the interests of the County. Nothing contained herein shall be interpreted as an obligation or binding agreement by the County regarding the project.

    A lobbying blackout period begins upon issuance of this Notice and continues until execution of a contract on behalf of the County. During this blackout period, all communications regarding the project and proposal submissions shall be directed in writing to: St. Johns County Purchasing Department, Attn: Doug Timms, 500 San Sebastian View, St. Augustine, Florida 32084, dtimms@sjcfl.us. No communications regarding the project or proposal submissions shall be directed to any other County employee, officer or agent during this blackout period. All proposers or those intending to qualify who do not abide by these lobbying blackout rules will be automatically disqualified without further recourse, and may subject to debarment for periods of up to 12 months.

    The County will provide notice of a decision or proposed decision regarding contract award. Any person who is, or claims to be, adversely affected by the County’s decision or proposed decision shall file a written Notice of Protest with the Purchasing Department of St. Johns County within 72 hours after issuance of the notice of decision or proposed decision.     All proposals received in response to this Notice will become the property of St. Johns County and will not be returned. Such proposals and related information shall be subject to applicable provisions of the Florida Public Records Law.
