    PURPOSE AND EFFECT: The purpose of this rule development is to take steps to ensure that when reporting to the USDOE under Title III of the Elementary and Secondary Education Act, students who have exited English Speakers of Other Language Programs are not included and this is accomplished by removing the requirement that former ELLs continue to be assessed on CELLA.
