    Notice of Unsolicited Proposal (UP) No. 2018-01

    NOTICE IS HEREBY GIVEN that the City of South Miami, Florida, (“City”), has received an Unsolicited Proposal (UP) for a qualifying project (“Project”) in accordance with Section 255.065 Florida Statutes, Section 2-81.2 of the City’s Code of Ordinances, and the City’s Guidelines for Public/Private Partnerships, Unsolicited Proposals and Evaluation Process (“Guidelines”).  The Project is a new 28,000 SF Civic Administration building, with 8,000 SF of extra undefined space and including at least 74 vehicle parking spaces, a new and separate 24,000 SF police headquarters building with at least 66 vehicle parking spaces, relocation and renovation of the Sylva Martin building within 1 mile of its existing site.  The project will utilize the property located at 6130 Sunset Drive and 5890 SW 69th Street, South Miami, Florida

    The City will accept other proposals and invites and encourages interested parties to submit proposals for the same Project.  Persons or entities wishing to submit proposals may do so by delivering sealed proposals to: Office of the City Clerk, located at South Miami City Hall, 6130 Sunset Drive, South Miami, Florida 33143.  The entire proposal package shall be enclosed in a sealed envelope or container and shall have the following information clearly printed or written on the exterior of the envelope or container: City Hall Site Redevelopment UP No. 2018-01 and the name of the Respondent (person or entity responding to this Notice).  Sealed Proposals must be received by the Office of the City Clerk, either by mail or hand delivery, no later than 3:00 pm on April 26, 2018. Delivery must be during the work week and Clerk’s normal working hours.  .  Any proposal received after the above stated deadline will be returned, unopened, and will not be considered.

    Proposals and fees shall be governed and include all information and materials required by Section 255.065, Florida Statutes, and the City’s Guidelines.  Proposals must also be accompanied by an initial application fee in the amount of $20,000.  The City reserves the right to waive minor irregularities or technicalities, to reject any or all proposals received, and to otherwise make a decision in the best interests of the City.  The City Commission shall have the final decision-making authority concerning any final award.  Any questions concerning this Notice or any requests for clarification must be made in writing, by April 12 at 10 AM to the attention of Steven P. Kulick, Chief Procurement Officer,  at skulick@southmiamifl.gov or via facsimile at (305) 669-2636. A Cone of Silence is in effect in accordance with Section 8 A-7 of the City’s Code of Ordinances.

    Proposals shall be evaluated, and negotiations shall proceed in accordance with Section 255.065, Florida Statutes, and the City Guidelines. Proposals will be evaluated and ranked by a Selection Committee appointed by the City Manager who may appoint a Negotiation Committee, which may include members of the Selection Committee.  All meetings shall be conducted in accordance with Florida Statutes, Section 286.011, and 286.0113.

    Evaluation Criteria:

    For purposes of scoring and ranking the proposals, the following weighted evaluation criteria shall apply:   

    ·       Proposer’s Financial Capacity and Development Qualifications:              25 points

    ·       Project design:              30 points

    ·       Project Schedule, Flexibility, and Ability to Provide Seamless

    Occupancy Transition to replacement governmental facilities:25 points

    ·       Additional tangible or financial benefit to the City:               15 points

    ·       Plan to relocate the Sylva Martin Building:5 points

    Total Possible Points:  100 points

    Any person whose interests are adversely affected in connection with this Notice or the recommended award of a contract and who wishes to protest the terms of this Notice or the award, may file a protest in accordance with AO 2-15r.  The failure to file a timely protest as set forth herein shall be deemed a waiver of rights to challenge the decisions of the City.  By submitting a proposal in response to this Notice, proposers covenant not to sue the City, its officials and employees relative to decisions to reject, award or not make an award unless the claim is based solely on allegations of fraud and/or collusion.

    All proposals that are timely received shall become the property of the City and any costs or expenses incurred in relation to preparation and submission of the proposals shall be borne by the proposer.  Such proposals and related information shall be subject to applicable provisions of the Florida Public Records Act.
