    Notice to Professional Consultants

    The University of Florida Board of Trustees announces that continuing Campus Professional Services in the following numbers and disciplines: (8) Architects, eight (8) MEP FP Engineers, six (6) Utilities Engineers (two will focus on municipal water resources engineering including wastewater process engineering, modeling, design, and construction of gravity and pressure piping and pumping systems; two will focus on high and medium voltage electrical distribution, including load modeling and substation design; and two will focus on district energy systems modeling and design), three (3) Environmental Engineers, three (3) Landscape Architects, three (3) Civil Engineers, two (2) Structural Engineers, two (2) Cx Engineers, and two (2) Surveyors are required for the project listed below:

    UF MP-17, Annual Campus Continuing Services for Minor Projects

    Typical projects assigned under this contract may include new construction, renovation, remodeling, reroofing and other building maintenance, equipment installation, pre-engineered metal buildings, greenhouses, pole barns, asbestos abatement, and fire code corrections. Areas requiring renovation or remodeling may include animal research or holding areas, research laboratories, classrooms, library and media centers, offices and related functions, outpatient clinics, reception and waiting areas, lobbies and corridors, atriums, courtyards and plazas, modular and pre-engineered buildings, apartments, dormitories, athletic facilities, and associated roadways, site work, sidewalks, and landscaping. Utilities Projects may include improvements to UF’s water reclamation facility (including wastewater process engineering), modeling and design of gravity and pressure piping and pumping systems (distribution and collection), high-voltage electrical distribution (including substation design), and district energy systems (chilled water and steam) modeling and design. Projects could be located on the University of Florida main campus or at UF and IFAS facilities throughout the State of Florida. The maximum per-project construction cost is $2,000,000.

    These are open-ended contract for a period of one year with an option to renew for two additional one-year periods. Ten (10) contracts will be awarded. Two (2) of the eight (8) contracts will be awarded to “Small Businesses”, defined by the State of Florida as “an independently owned and operated business concern that employs 200 or fewer permanent full-time employees and that, together with its affiliates, has a net worth of not more than $5 million or any firm based in this state which has a Small Business Administration 8(a) certification. As applicable to sole proprietorships, the $5 million net worth requirement shall include both personal and business investments.” One (1) of the eight (8) contracts will be awarded to “Small Emerging Businesses”, defined as meeting the Small Business criteria referenced above and having performed less than $15,000 in design fees at the University of Florida cumulatively over the past three fiscal years. Criteria will be verified following the selection and award processes.

    The selected firms may be chosen to provide design, construction documents and construction administration services for any Minor projects assigned under the referenced project. For Architects, MEP Engineers, and Structural Engineers, blanket professional liability insurance will be required for each assigned project in the amount of $1,000,000. Plans and specifications for University of Florida projects are subject to reuse in accordance with the provisions of Section 287.055, Florida Statutes.

    The Selection Committee may reject all proposals and stop the selection process at any time.

    Applicants desiring to provide professional services for the project shall submit a proposal only after thoroughly reviewing the Project Fact Sheet, Professional Qualifications Supplement and PQS Instructions, and other background information. Applicants will be evaluated on the basis of their past performance, experience, personnel, design ability, Building Information Modeling capabilities (only applicable for five regular Architects, five regular MEPFP Engineers, and Structural Engineers), references, workload, and responses to questions posed both in the shortlist and interview phases. At the time of application, the applicant must possess current design licenses from the appropriate licensing board and be properly registered to practice its profession in the State of Florida. If the applicant is a corporation, must be chartered by the Florida Department of State to operate in Florida at the time of application. The proposal shall be limited to twenty-six (26) 8-1/2” X 11”, consecutively-numbered pages (including the PQS, but not including the cover sheet, table of contents, and blank divider pages) and shall include:

    1.A Letter of Application that concisely illustrates the applicant’s understanding of the scope of services, design intent, and other goals and considerations as outlined in the Project Fact Sheet, and specifically indicates the categories for which the Professional applicant is applying.

    2.A completed, project-specific Professional Qualifications Statement” (PQS) proposal with signed certification. Applications on any other form will not be considered.

    3.Resumes, LEED accreditation (if available), and other pertinent credentials for all proposed staff. For MEP Engineer applicants, proof of a BICSI-certified RCDD on project team.

    4.Proof of the applicant’s current corporate status in Florida and copies of current licenses for applicant from the appropriate licensing board.

    5.For Architects, MEP Engineers, Civil and Structural Engineers, proof of the firm’s ability to provide blanket professional liability insurance for each assigned project in the amount of $1,000,000.

    As required by Section 287.133, Florida Statutes, an applicant may not submit a proposal for this project if it is on the convicted vendor list for a public entity crime committed within the past 36 months. The selected professional must warrant that it will neither utilize the services of, nor contract with, any supplier, subcontractor, or consultant in excess of $15,000.00 in connection with this project for a period of 36 months from the date of their being placed on the convicted vendor list.

    The project-specific PQS form, instructions, Project Fact Sheet, UF Design Services Guide, UF Design and Construction Standards, standard University of Florida Minor Projects Owner-Professional agreement, and other project and process information can be found on the Facilities Planning & Construction website (www.facilities.ufl.edu). Incomplete, unsigned proposals or proposals containing expired or invalid licenses will be disqualified. Submittal materials will not be returned. Finalists may be provided with supplemental interview requirements and criteria as needed.

    The Selection Committee may reject all proposals and stop the selection process at any time.

    Electronic submission of the required proposal must be received by the University of Florida Planning, Design, & Construction Division at UFMP17@connect.ufl.edu no later than the deadline of 3:00 p.m. local time on Tuesday, April 11, 2017 per the Fact Sheet Process Information instructions. If an applicant is applying for multiple categories (i.e. Regular, Small, or Small Emerging Businesses), only one submittal is required, but the Application cover letter must indicate which categories are applicable. Hard-copy, Facsimile (FAX), or emailed submittals are not acceptable and will not be considered.

    The schedule of the selection process is as follows:

    Pre-proposal conference (non-mandatory): Monday, March 27, 2017, 1:00 p.m. – 3:00 p.m. at the University of Florida O’Connell Center, Florida Room.

    Questions tendered in writing (email sufficient) by 5:00 p.m. on Monday, April 3, 2017, will be answered by addendum by 5:00 p.m. on or before Thursday, April 6, 2017.

    Shortlist meeting: May 5, 2017, 8:30 a.m., UF PD&C, 235 Stadium

    Final Interviews: Weeks of May 22, 2017 and May 29, 2017 at UF PD&C, 235 Stadium
