REQUESTING BIDS FOR FURNISHING INSTRUCTIONAL MATERIALS TO THE STATE OF FLORIDA
Sealed bids addressed to the Florida Department of Education and marked “Sealed Bid” will be received no later than 5:00 p.m. (EDT), May 6, 2013. In order to submit a sealed bid, publishers must submit an Intent to Bid no later than 11:59 p.m. (EST), March 22, 2013, on the Instructional Materials Publisher website at https://app2.fldoe.org/BII/InstructMat/Publisher.
Bids shall include proposals for furnishing instructional materials effective April 1, 2014, for a period of five years in the areas of Mathematics 6-12 and English Language Arts 6-12. Materials bid for adoption must meet the criteria established in the specifications and the policies and procedures available by accessing the Department of Education website at http://www.fldoe.org/bii/instruct_mat or from the Instructional Materials Office, Room 432 Turlington Building, 325 West Gaines Street, Tallahassee, Florida 32399-0400. The bid shall state the lowest wholesale price at which the materials will be furnished as of April 1, 2014, when the contract period begins.
Each bidder shall furnish electronic samples of required materials submitted, at a time designated by the Department of Education, which samples shall be identical with the electronic samples approved and accepted by the state instructional materials reviewers as provided in Section 1006.38 (2), Florida Statutes.
The digital instructional materials bid for adoption must be interoperable on commonly available mobile and desktop digital devices, using industry standard protocols such as EPUB or IMS Learning Tools. The digital instructional materials must be accessible through the school districts’ Local Instructional Improvement System (LIIS) as required by Section 1006.281, Florida Statutes. The minimum standards for the LIIS are adopted by Rule 6A-7.0712, and are available on the Florida Department of Education’s website at http://www.fldoe.org/arra/LIISMS.asp.
Contracts must be executed and required bonds submitted within 30 calendar days after receipt of the contract.
The Department of Education reserves the right to reject any or all bids.
