PURPOSE AND EFFECT: Each early learning coalition is statutorily required to adopt an anti-fraud plan. This plan must be approved by the Office of Early Learning. The Office of Early Learning is statutorily required to establish criteria for the anti-fraud plans. This rule sets forth the criteria for these anti-fraud plans.
