    NOTICE IS HEREBY GIVEN that Department of Business and Professional Regulation. Division of Alcoholic Beverages has declined to rule on the petition for declaratory statement filed by 7-Eleven, Inc. on December 7, 2017. The following is a summary of the agency's declination of the petition:

    Petitioner sought a determination as to whether another prospective party in its proposed business model would require licensure in order to receive, reorganize and deliver orders placed by Petitioner for other tobacco products. A declaratory statement may not be used to request a determination as to whether a third party can or should be licensed by the Division. Therefore, the petition was denied.
