NOTICE IS HEREBY GIVEN that The Office of Financial Regulation has issued an order disposing of the petition for declaratory statement filed by Opencambio.com LLC on January 31, 2017. The following is a summary of the agency’s disposition of the petition:

Opencambio.com LLC is a software and technology provider that would offer Florida residents and foreigners located in other countries a check “converting” service and foreign currency exchange. The services involve exchanging checks or foreign currency for Debit Cards with a unique PIN containing the balance of the transaction minus the commission agreed. The petition sought a declaratory statement from the Office on whether a money services business license pursuant to Chapter 560, Florida Statutes would be required. On April 21, 2017, the Office of Financial Regulation issued a Final Order on Petition for Declaratory Statement. The Office has jurisdiction over the subject matter and parties to this matter pursuant to section 560.105, Florida Statutes. Regarding Petitioner's request, Petitioner is a substantially affected person. The proposed activity is not exempt from the licensure requirements pursuant to Section 560.104, Florida Statutes, and, THEREFORE, Petitioner may not proceed under its proposed course of action without applying for and obtaining licensure pursuant to Part II, Chapter 560, Florida Statutes.
