  • REQUEST FOR ‘BEST VALUE’ PROPOSAL

    The University of Florida Board of Trustees, announces that utilities construction services will be required for the project listed below:

    Work Order No. 863096, Center Drive Utilities Corridor (Chilled Water, Steam, and Electric)

     

    The Project consists of the installation of 3,000 LF of 18” chilled water mains, 650 LF of steam & condensate mains, and 1,500 LF of electrical duct bank work in the Center Drive area of the University, along with site restoration and temporary measures as needed to allow safe, continuous access by vehicles, bicycles, and pedestrians.  The work shall commence in June 2006 and be Substantially Completed by January 2007.  The Contractor must coordinate the scheduling and execution of the Work with work being accomplished by others in certain adjacent areas and with daily operations of the multiple roads and facilities that will be impacted by the Work.

     

    The method of delivery is Request for Proposal, wherein award is based on a Best Value evaluation of the offeror’s technical merit and proposed price.  The following criteria shall be used to determine each proposal’s technical merit.  Refer to the non-technical specifications for more information.

    Plans and specifications will be available at UF Purchasing, Elmore Hall, Radio Road, Gainesville, FL, Telephone (352) 392-1331.  A mandatory pre-proposal conference will be held Tuesday, May 16, 2006, at 1:30 PM, at the Physical Plant Division Training Trailer - Building No. 270 ("Main Street") on the UF campus.  Both the technical scope and the Best Value method of award will be reviewed.  AMERICANS WITH DISABILITY ACT OF 1991 - If special accommodations are needed in order to attend the pre-proposal conference, contact the PPD Project Manager within three (3) days of the event.

     

    At the time of application, applicant must be licensed to practice as a general contractor in the State of Florida and, if the applicant is a corporation, must be chartered by the Florida Department of State to operate in Florida.  The applicant may not submit a proposal for this project if it is on the convicted vendor list for a public entity crime committed within the past 36 months, and the selected contractor must warrant that it will neither utilize the services of, nor contract with, any supplier, subcontractor, or consultant in excess of $15,000.00 in connection with this project for a period of 36 months from the date of their being placed on the convicted vendor list.

    Five (5) sealed copies of the required proposal must be received at the UF Division of Purchasing office by 2:00 P.M., local time on Friday, May 26, 2006.  The cost and technical portions of each proposal shall be bound and sealed in separate envelopes entitled “Cost Proposal” and “Technical Proposal.”  Facsimile (FAX) submittals and late submittals are not acceptable and will not be considered.
