    NOTICE TO DISTRIBUTED ANTENNA SYSTEM FIRMS

    The University of Central Florida announces that design build services will be required for the project listed below:

    Project No.: UCF-TBD, Project and Location: Neutral Host Campus DAS, University of Central Florida, Orlando, FL 32816.

    University of Central Florida (UCF) is seeking proposals from interested Distributed Antenna System companies and wireless carriers with the wherewithal to design, install, and manage a campus DAS for the university to increase the cellular coverage and capacity on the main campus and the northern section of the Central Florida Research Park (CFRP). The DAS shall also support Public Safety frequencies both 800MHz and future 700MHz. The DAS shall consist of both macro sites and in-building antennas. UCF has three (3) existing Macro sites consisting of a radio tower for its WUCF-FM station, the Smokestack, and the new North Campus 180 foot monopole. The DAS design should incorporate these three existing macro sites. Proposers requiring additional macro sites (typically building rooftops) will be limited to five sites. Proposers are to select and propose the locations of macro sites. These macro sites shall support cellular frequencies and protocols and no Public Safety frequencies. The DAS must also include in-building antennas for enhancing cellular capacity and Public Safety coverage for 28 buildings totaling approximately three (3) million gross square feet. (See Exhibit A) UCF has an in building DAS design for reference and will be used by UCF to compare proposers’ responses and the eventual design by the selected Proposer.

    Selection of finalists for interviews will be made on the basis of the design builder’s qualifications which include: approach to the project, qualifications and experience in design, experience of proposed corporate operator, evidence of financial strength, qualifications and experience of key individuals of the design, financing, and construction team, and assurance that the proposed team recognizes the “at risk” nature of any subsequent agreement. Finalists will be provided with a copy of the final interview requirements and a copy of the standard University of Central Florida agreement.

    Carefully review the Design Build Contract and General Conditions documents. Submitting a proposal for this project constitutes complete agreement with and acceptance of the terms and conditions contained within these documents. These documents can be found on our website at www.fp.ucf.edu with the advertisement. Please note that the University of Central Florida will not compensate for lodging, food, or travel associated with this project.

    Firms desiring to provide DAS services for the project shall submit a letter of application and a completed University of Central Florida “DAS Qualifications Supplement.” Proposals must not exceed 40 pages, including the DAS Qualifications Supplement and letter of application. Pages must be numbered consecutively. Submittals which do not comply with these requirements or do not include the requested data will not be considered. No submittal material will be returned.

    All applicants must be licensed as a low voltage contractor/installer to practice in the State of Florida at the time of application. Corporations must be registered to operate in the State of Florida by the Department of State, Division of Corporations, at the time of application. As required by Section 287.133, Florida Statutes, a design build firm may not submit a proposal for this project if it is on the convicted vendor list for a public entity crime committed within the past 36 months. The selected design build firm must warrant that it will neither utilize the services of, nor contract with, any supplier, subcontractor, or consultant in excess of $15,000.00 in connection with this project for a period of 36 months from the date of placement on the convicted vendor list.

    Optional Lake Nona DAS for UCF’s Medical College

    As an option, UCF would like to receive proposals to design and build an in-building DAS system for UCF’s two new Medical College buildings located in Lake Nona Medical City. This proposal is to be kept separate and apart from DAS proposals for the main campus. This DAS system is to be design to later connect to the Lake Nona Development LLC’s Medical City DAS system being considered, thus, special considerations are to be included in this proposal.

Submittals must be received by 5:00 p.m. local time May 31st, 2011. Facsimile (FAX) submittals are not acceptable and will not be considered. Late submissions will not be accepted.
