    NOTICE TO CONSTRUCTION MANAGERS

    REQUEST FOR QUALIFICATIONS

    RFQ 15-20

    The University of North Florida Board of Trustees, a public body corporate, announces that Construction Management Services are required for the renovation of Skinner-Jones Halls located on the UNF campus at 1 UNF Drive, Jacksonville, FL 32224.

    Project information

    This project is still in the Advanced Programming phase. The preliminary concept calls for the total renovation of the North and South wings of Skinner-Jones Halls plus a four-story new building just east and contiguous to Skinner-Jones Hall North.

    The statement of needs indicates there will be a variety of space types to allow for the accommodation of the College of Computing, Engineering and Construction (which will occupy most of the Skinner-Jones North wing and the four-story addition) as well as a small component of the Brooks College of Health. Skinner-Jones South wing will be renovated to accommodate the Office of Research and Sponsored Programs, a component of the Math Department, the Department of Social Work, the Writing Center and several general purpose classrooms.

    It is anticipated that the program will be approximately 107,000 gross square feet of renovations and new construction. The project is to be constructed in two phases. Phase 1 will consist of the renovation of Skinner-Jones Hall North (Building 4) in conjunction with the construction of the new four story building. Once Phase 1 is substantially complete, Phase 2, the renovation of Skinner-Jones Hall South (Building 3), can commence. It is also anticipated that prior to starting Phase 1 there may be a need to relocate the majority of utility services that currently run between these buildings. Other than the attached schematic space allocation, no technical information is available at this time. The buildings are expected to meet or exceed the USGBC LEED Silver certification. The estimated construction budget for this project is $20 to $24 Million.

    Firms wishing to apply for consideration shall submit a Letter of Application/Interest with the appropriate documents from RFQ # 15-20 titled CM Services for Repurposing Skinner-Jones Hall.

    The Letter of Application should have attached:

    1.The most recent version of the Construction Management Qualifications Supplement completed by the applicant. Applications on any other form will not be considered.

    2.A copy of the applicants current Florida’s Contractor’s License from the appropriate governing board. An applicant must be properly registered at the time of application to practice its profession in the State of Florida. If the applicant is a corporation, it must be chartered by the Florida Department of State to operate in Florida.

    3.Six complete copies of the above requested data bound and in the order listed above. Applications which do not comply with the above instructions may be disqualified. Application materials will not be returned.

    Minority business participation is strongly recommended and supported by the University of North Florida.

    Blanket professional liability insurance will be required for this project in the amount of $2,000,000 and will be provided as part of the Basic Services (each, aggregate and per occurrence).

    As required by §287.133, Fla. Stat., a consultant may not submit a proposal for this project if it is on the convicted vendor list for a public entity crime committed within the past 36 months. The selected consultant must warrant that it will neither utilize the services of, nor contract with, any supplier, subcontractor or consultant in excess of $15,000 in connection with this project for a period of 36 months from the date of their being placed on the convicted vendor list.

    Construction Management Qualifications Supplement forms, descriptive project information and selection criteria may be obtained online at the UNF Procurement Services department website at https://www.unf.edu/procurement/.

    Submit one original and five complete copies of submittals to the above referenced address. RFQ submittals must be received no later than 2:00 p.m. on May 29, 2015. Facsimile (fax) or email submittals are not acceptable and will not be considered.
