    PURPOSE AND EFFECT: This amendment repeals Rules 6A-4.0221, 6A-4.0341, 6A-4.076, and 6A-4.078, F.A.C. These repeals remove the Journalism and Speech subject coverages and the Teacher Coordinator endorsements of Cooperative Education or Work Experience Programs as educator certification options. Prospective teachers of approved courses in Writing, Print, Broadcast, or Media subject areas or the Journalism & Broadcasting Career Path will be required to demonstrate an expanded level of content knowledge by meeting requirements for certification in either English (Grades 6-12), Middle Grades English (Grades 5-9), or as a Educational Media Specialist (Grades PK-12). Prospective teachers of approved courses in Oral Communications or Drama-Theatre Arts subject areas will be required to demonstrate an expanded level of content knowledge by meeting requirements for certification in either English (Grades 6-12), Middle Grades English (Grades 5-9), or Drama (Grades 6-12). Each district school board has authority to establish minimum qualifications for nondegreed teachers of career programs, pursuant to Section 1012.39(1), F.S., by which appropriate requirements may be established for endorsement of prospective educators as a Teacher Coordinator.

    SUMMARY: These rules are to be repealed.

    SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION: The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.

    The Agency has determined that the proposed rule is not expected to require legislative ratification based on the statement of estimated regulatory costs or if no SERC is required, the information expressly relied upon and described herein: Repealing these rules consolidates subject areas for initial educator certification and will eventually eliminate development and administration costs for the subject area examinations in Journalism and Speech. The amounts of required application processing or examination fees remain unchanged and reduced regulatory costs are anticipated from the proposed repeal. Minimal operational or compliance monitoring costs may be incurred by the agency or by other impacted entities, but aggregate costs are not anticipated to reach the threshold to necessitate legislative ratification.

    Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.
