DATE AND TIME: Thursday, April 13, 2017, 5:00 p.m., open house; 6:00 p.m., formal presentation

PLACE: The Lakeland Center – Lake Hollingsworth Ballroom, 701 West Lime Street, Lakeland, Florida 33815

GENERAL SUBJECT MATTER TO BE CONSIDERED: The Florida Department of Transportation (FDOT), District One, is holding a public hearing as part of the US 92 Project Development and Environment (PD&E) study from County Line Road to Wabash Avenue in Polk County. All members of the public are invited to attend.

FDOT will hold a public hearing to provide information about the proposed widening of this segment of US 92 from two to four lanes. The hearing begins with an open house at 5:00 p.m. and follows with a formal presentation and public comment period at 6:00 p.m. Please use Gate 6 to park in the Red Lot behind the Jenkins Arena and inform the gate staff that you are attending the public hearing. The closest building entrance to the hearing is Entrance 2. People attending the hearing can review project displays and speak one-on-one with project team members about the proposed widening of US 92. Written statements or exhibits submitted at the hearing, emailed, or mailed and postmarked by April 24, 2017 will become part of the official hearing transcript. The widening will require right-of-way acquisition for road improvements and stormwater management areas. Existing access to properties along US 92 will change due to the addition of a median, a result of widening the road. The proposed improvements are adjacent to the National Register of Historic Places eligible Silver Moon Drive-In Resource Group. As part of the project development process and in accordance with Section 4(f) of the Department of Transportation Act of 1966, FDOT is seeking comments from the public concerning the effects of the project on the activities, features and attributes of this resource. FDOT Office of Environmental Management intends to make a de minimus impact determination on this resource. The no-build alternative, where no improvements other than routine maintenance are made to US 92 through 2040, will remain viable throughout the remainder of this study. The department sent notices to all property owners located within at least 300 feet on either side of the US 92 project limits, as well as other interested parties. Project information is available for public viewing from March 23, 2017 to April 24, 2017 at Lakeland Public Library, 100 Lake Morton Drive, Lakeland, Florida and FDOT District One Headquarters, 801 North Broadway Avenue, Bartow, Florida.

The hearing is developed in compliance with Title VI of the Civil Rights Act of 1964 and related statutes. FDOT solicits public participation without regard to race, color, national origin, age, sex, religion, disability or family status. The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by FDOT pursuant to 23 U.S.C. §327 and a Memorandum of Understanding dated December 14, 2016 and executed by the Federal Highway Administration and FDOT.
