SUMMARY: This emergency rule describes Game Number 1382, “THE PRICE IS RIGHT®," for which the Department of the Lottery’s retailers will start selling tickets on a date to be determined by the Secretary of the Department. The anticipated date for ticket sales to begin is April 9, 2018. The rule sets forth the specifics of the game; determination of prizewinners; estimated odds of winning, value and number of prizes in the game.

53ER18-18 Game Number 1382, THE PRICE IS RIGHT®.

(1) Name of Game. Game Number 1382, “THE PRICE IS RIGHT®.”

(2) Game Number 1382, THE PRICE IS RIGHT® is a Scratch-Off lottery game (also known as an instant lottery game).

(3) Price. THE PRICE IS RIGHT® lottery tickets sell for $5.00 per ticket.

(4) THE PRICE IS RIGHT® lottery tickets shall have a series of numbers in machine readable code (or bar code) on the back of the ticket, along with a validation number under the latex area on the ticket. To be a valid winning THE PRICE IS RIGHT® lottery ticket, the ticket must meet the applicable requirements of Rule 53ER17-54, Florida Administrative Code.

(5) What’s Up for Bid Play Symbols and Captions, Prize Symbols and Captions, and Legends.

(10) Determination of Prizewinners.

There are five games on a THE PRICE IS RIGHT® lottery ticket. The games are: What’s Up for Bid; Grand $ Game™; Bonus Round; Plinko®; and Showcase Showdown. Each game is played separately. Players may win in one or more games.

(a) Determination of Prizewinners -What’s Up for Bid.  There are three sub-games within the What’s Up for Bid game. The sub-games are entitled “GAME 1,” “GAME 2” and “GAME 3.” Each GAME is played across and each GAME is played separately.

1. A ticket having a play symbol and corresponding sub-play symbol in the “YOUR BID” play area of one GAME that matches the play symbol and corresponding sub-play symbol in the “ACTUAL RETAIL PRICE” play area of the same GAME shall entitle the prizewinner to the corresponding prize shown for that GAME.

2. The prizes are: $1.00, $2.00, $5.00, $10.00, $20.00, $25.00, $40.00, $50.00, $100, $150, $400, $1,000, $2,000, $10,000 and .

 

(b) Determination of Prizewinners - Grand $ Game™. 

1. A ticket having a “GROCERY ITEMS” play symbol in the “GROCERY ITEMS” play area that is a lower price than the “TARGET PRICE” play symbol in the “TARGET PRICE” play area shall entitle the prizewinner to the corresponding prize shown for that “GROCERY ITEMS” symbol.

2. The prizes are: $1.00, $2.00, $5.00, $10.00, $20.00, $25.00, $40.00, $50.00, $100, $150, $400, $1,000, $2,000, $10,000 and .

(c) Determination of Prizewinners - Bonus Round. A ticket having a “” play symbol and corresponding play symbol caption in the “BONUS ROUND” play area shall entitle the prizewinner to a prize of $100.

(d) Determination of Prizewinners- Plinko®.

1. A ticket having a “” play symbol and corresponding play symbol caption in the “PLINKO BOARD” play area shall entitle the prizewinner to the corresponding prize shown for that symbol.

2. The prizes are: $1.00, $2.00, $5.00, $10.00, $20.00, $25.00, $40.00, $50.00, $100, $150, $400, $1,000, $2,000, $10,000 and .

(e) Determination of Prizewinners - Showcase Showdown. There are two Showcases within the Showcase Showdown game. Each Showcase is played separately.

1. A ticket having a play symbol and corresponding sub-play symbol in the “YOUR BID” play area of one Showcase that matches the play symbol and corresponding sub-play symbol in the “ACTUAL PRICE” play area of the same Showcase shall entitle the prizewinner to the corresponding prize shown for that Showcase.

2. The prizes are: $1.00, $2.00, $5.00, $10.00, $20.00, $25.00, $40.00, $50.00, $100, $150, $400, $1,000, $2,000, $10,000 and .

(11) $1,000,000 Top Prize Payment Options.

(a) A winner of a $1,000,000 top prize may choose one of two payment options for receiving his or her prize. Payment options are “Cash Option” or “Annual Payment.”  At the time the $1,000,000 top prize is claimed, the terminal will produce a player claim instructions ticket. The winner has sixty (60) days from the date the player claim instructions ticket is produced to file a claim choosing the Cash Option. If a winner does not choose the Cash Option within the sixty (60) day timeframe, the Annual Payment option will be applied. Once the winner files a claim and exercises the winner’s chosen option, the election of that option shall be final. The Annual Payment method of payment will also be final when it is applied due to a top prize winner not making his or her payment election within sixty (60) days after the player claim instructions ticket is produced. 

(b) Cash Option prizes will be paid in a single cash payment of $770,000, less applicable federal income tax withholding. 

(c) Annual Payment prizes will be paid in twenty-five (25) equal annual installments of $40,000 per year, less applicable federal income tax withholding. 

(d) Any interest or earnings accruing on a $1,000,000 top prize prior to the prize payment shall accrue to the Florida Lottery and not to the winner.  

(12) The estimated odds of winning, value, and number of prizes in Game Number 1382 are as follows:

(13) The estimated overall odds of winning some prize in Game Number 1382 are 1 in 4.19. Prizes, including the top prizes, are subject to availability at the time of ticket purchase. Prizes may be unavailable due to prior sale or other causes occurring in the normal course of business including, but not limited to, ticket damage, defect, theft, or loss.

(14) For reorders of Game Number 1382, the estimated odds of winning, value, and number of prizes shall be proportionate to the number of tickets reordered.

(15) Payment of prizes for THE PRICE IS RIGHT® lottery tickets shall be made in accordance with the rule of the Florida Lottery governing payment of prizes. A copy of the current rule can be obtained from the Florida Lottery, Office of the General Counsel, 250 Marriott Drive, Tallahassee, Florida 32399-4011.
