FISH AND WILDLIFE CONSERVATION COMMISSION
RULE NO.:RULE TITLE:
68B-14.009License Requirements
PURPOSE AND EFFECT: The purpose of this rule would be to require persons recreationally harvesting red snapper, gag grouper, red grouper, black grouper, greater amberjack, lesser amberjack, banded rudderfish, almaco jack, vermilion snapper, and gray triggerfish from a vessel in the Gulf of Mexico, excluding Monroe County, to enroll in the Gulf Reef Fish Registry. This requirement would apply only to persons harvesting from private vessels and not include for-hire vessels. The effect of this rule would be that the population of offshore reef fish anglers would be better identified for recreational fishing survey purposes. These improvements would enhance current recreational harvest data collection efforts for Florida’s reef fish species, including red snapper.
SUBJECT AREA TO BE ADDRESSED: Subject areas addressed in the rule development notice include establishment of a Gulf Reef Fish Registry for recreational harvest of certain reef fish species; a requirement to carry proof of enrollment while the registrant is harvesting, attempting to harvest or possessing these species while fishing from a vessel; exemptions from the registry; and other subjects encompassed by the above-cited rules.
RULEMAKING AUTHORITY: Art. IV, Sec. 9, Florida Constitution.
LAW IMPLEMENTED: Art. IV, Sec. 9, Florida Constitution.
