As an inmate of the Florida Department of Corrections, Demetrius Walker, DC# 139961, may only participate in administrative proceedings that are brought pursuant to paragraphs 120.54(3)(c) and (7), Florida Statutes. Pursuant to subsection 120.81(3), Florida Statutes, the Petitioner lacks standing to bring a Petition for Declaratory Statement as such requests are governed by section 120.565, F.S., and the Department lacks jurisdiction to issue a declaratory statement in this case.
