    PURPOSE AND EFFECT: To implement the Reading Scholarship Accounts program pursuant to s. 1002.411, F.S. Specifically, this new rule will address the following: 1) A non-profit scholarship funding-organization’s (SFO) process for determining student eligibility and awarding funding; 2) the Commissioner’s authority to revoke a student’s participation; 3) SFO’s obligation to return funds received in error or associated with a closed account; and 4) Required data and quarterly reports from SFOs.
