NOTICE OF RECEIPT OF AN UNSOLICITED PROPOSAL FOR EXPANSION OF THE PREVIOUSLY APPROVED SOCCER DEVELOPMENT GROUP BOCA JUNIORS SOCCER ACADEMY CLUBHOUSE FACILITY LOCATED AT PATRICIA MISHCON PARK
NOTICE IS HEREBY GIVEN THAT the City of North Miami Beach, Florida, has received an unsolicited proposal (“Proposal”, the Proposal is available on the City’s website: www.citynmb.com ) for expansion of a public-private project from Soccer Development Group, LLC to expand the existing use to include an educational facility and to expand the approved Boca Juniors Soccer Academy Clubhouse Facility in North Miami Beach at Patricia Mishcon Park, (approved in Resolution No. 2015-19.) The Proposal is to add educational facility to the permitted uses and expand the second floor of the approved proposed clubhouse building by 11,500 square feet, which will consist of 16 classrooms and school related work areas. The Proposal provides for a minimum of an additional $1 million dollars in capital investment in facilities and other related costs. The City intends to enter into comprehensive agreements for the Project and will accept other proposals for the Project until __2:00 PM EST____, on _June 2, 2016_________.
Persons or entities wishing to submit alternative proposals may do so by delivering one (1) original, three (3) copies of said package and one (1) USB or CD copy to the City of North Miami Beach Procurement Management Division – Attention: Chief Procurement Officer, Joel Wasserman, 17011 N.E. 19th Avenue, 3rd Floor, North Miami Beach, FL 33162 on or before the date stipulated above. All packages shall be clearly marked “Unsolicited Proposal No. 2016- Public-Private Project Expansion of Previously Approved Soccer Facility”. The City will not be responsible in the event the U.S. Postal Service or any other courier system fails to deliver any package by the above referenced deadline. Late submissions shall not be accepted. The City of North Miami Beach reserves the right to reject any and all submissions, to waive any and all irregularities in any submission, or as provided under Section 287.05712, Florida Statutes, to award to and negotiate with the firm whose proposal best serves the interests of the City. Responses will be publicly opened and firm names read aloud in the City Hall 2nd Floor Council Chambers on the due date/time above. Nothing contained herein shall be interpreted as an obligation or binding agreement by the City regarding the project.
In ranking the proposals, the City will consider factors in accordance with Florida Statute 287.05712 that include, but are not limited to, professional qualifications, general business terms, innovative design techniques or cost-reduction terms, and finance plans. In accordance with Florida Statute 287.05712, negotiations for a comprehensive agreement with the highest ranked firm will be considered. The City will provide notice of a decision or proposed decision regarding the contract award. Any person who is, or claims to be, adversely affected by the City’s decision or proposed decision shall file a written Notice of Protest with the Purchasing Department of North Miami Beach within 72 hours after issuance of the notice of decision or proposed decision. All proposals received in response to this Notice will become the property of North Miami Beach and will not be returned. Such proposals and related information shall be subject to applicable provisions of the Florida Public Records Law.
