PURPOSE AND EFFECT: The Suwannee River Water Management District (District) gives notice that it is initiating rulemaking to this chapter to remove definitions for words not used in rule text, align definitions with Section 373.303, F.S., define grout application methods, upper well terminus, and well modification (Rule 40B-3.021, F.A.C.); incorporate Chapter 62-531, F.A.C. (Rule 40B-3.037, F.A.C.); add General Permit by Rule for site assessment wells permitted pursuant to Chapter 62-780, F.A.C. (Rule 40B-3.041, F.A.C.); remove reference to test holes and exempt potable-to-non-potable modifications (Rule 40B-3.051, F.A.C.); clarify permit recipient, simplify application requirements, incorporate the statewide well application form, and remove the elevation survey requirement in floodplain (Rule 40B-3.101, F.A.C.); clarify application fee schedule (Rule 40B-3.201, F.A.C.); incorporate Chapter 62-532, F.A.C. (Rule 40B-3.301); incorporate the statewide well completion report form (Rule 40B-3.411, F.A.C.); clarify contractor responsibility for permit violations (Rule 40B-3.492); remove reference to PWS wells (Rule 40B-3.502, F.A.C.); revise rule citation (Rule 40B-3.504, F.A.C.); clarify wellhead stick-up and liner requirements (Rule 40B-3.512, F.A.C.); authorize alternative grouting methods and describe appropriate use of bridging materials (Rule 40B-3.517, F.A.C.); add reference to upper well terminus (Rule 40B-3.521, F.A.C.); clarify responsibility for controlling flowing wells (Rule 40B-3.529, F.A.C.); authorize alternative abandonment methods (Rule 40B-3.531, F.A.C.); and repeal Rule 40B-3.902, F.A.C.
