    PURPOSE AND EFFECT: The purpose of this rule development is to bring the reference to agricultural black plastic into line with the statutory citation in Chapter 403, F.S.
    We are including in this revision the new open burning certification program for Certified Pile Burning. The rule outlines how to become a certified pile burner and what is required of a certified pile burner when they are using their certification. It also outlines how they can lose their certification.
    SUBJECT AREA TO BE ADDRESSED: The proposed rule changes are to more clearly define the difference between the Department’s certification programs for acreage burns and for pile burning. It also highlights the advantages of being a certified burner for either acreage or broadcast. There is also clarification concerning the burning of agricultural plastic. The language of the proposed rule has been simplified to facilitate the understanding of all Floridians.
